Arsenio Balisacan is a Filipino economist. He was formerly the Secretary for Socio-economic Planning under the administration of President Benigno Simeon C. Aquino III.

Birthplace : Solsona, Ilocos Norte, Philippines

Family and Childhood
Arsenio Balisacan was the son of a poor farmer. He was very young when his father brought the whole family from the remote town of Solsona to Laoag City, the capital and commercial center of Ilocos Norte. His father found a job as a janitor and Arsenio was able to go to school. When he was in high school, the family was evicted from the land they have staying because they were squatters. The family was force to return to their town.
