Al Francis Bichara is a Filipino Engineer and politician. He served as the governor of Albay Province in Bicol Region. Running under the Nacionalista Party (NP) in the May 13, 2019 election, he easily defeated incumbent Vice Governor Harold Imperial of the Liberal Party and 6 other independent candidates. In 2022, he ran for re-election but lost to incumbent Legaspi City Mayor Noel Rosal.
