Karl Kendrick Chua Biography

Karl Kendrick Chua is a Filipino economist and government official. On April 17, 2000, he was appointed as acting chief of the National Economic and Development Authority replacing resigned Secretary Ernesto Pernia. The position has the status of cabinet rank.

His appointment was confirmed by the Commission on Appointments on June 2, 2021. Senator Ralph Recto, Senate President Pro Tempore Ralph G. Recto, delivered the confirmation speech.

Career

Dr. Chua was formerly an undersecretary of the Department of Finance. As the chief economist of the Strategy, Economics, and Results Group, he gave policy advice to the Duterte Administration’s economic team. In 2017, he got the nation’s attention when he vigorously defended the passage of controversial Tax Reform for Acceleration and Inclusion (TRAIN) Act or Republic Act No. 10963 which he himself helped craft.

Previously, Chua worked for ten years at the World Bank office in Manila where he rose from research analyst to senior country economist. He taught mathematics and economics as a professional lecturer at the Ateneo de Manila University. His first job after graduation from college was systems analyst in Andersen Consulting/Accenture.
