Joaquin Alva Alva rose through the ranks to hold several high-level leadership positions. During his active service, he served as the Deputy Director of the PNPA, the Executive Officer of the Directorate for Information and Communications Technology Management (DICTM), and held a key role within the Office of the Chief of the Directorial Staff (OTCDS). His operational experience also includes serving as the Chief of Police in Mandaluyong City.

Beyond his tactical and command roles, Alva is highly regarded for his academic and legal expertise. He is a member of the Philippine Bar and currently serves as the Dean of the Graduate School at the Philippine College of Criminology (PCCR) in Manila.
