Belen Fernandez is a Filipino businesswoman and politician. She is currently serving as mayor of the city of city of Dagupan in Pangasinan Province, Region I, Philippines. In 2022, she ran for mayor under Aksyon Demokratiko and defeated incumbent mayor Brian Lim. She is the first and only woman so far to hold the position of mayor in the history of Dagupan City.
