Efren Padilla is a Filipino urban planner and academician. A native of Negros Oriental, he finished a degree in philosophy (Cum Laude) and a masteral degree in Sociology both from Silliman University in Dumaguete City. He completed his Doctor of Philosophy in Urban and Regional Planning from the Michigan State University.
At present, Dr. Efren Padilla is the Director of the Urban Studies Program at the California State University at East Bay.
During the first term of Mayor Felipe Remollo (1998-2001), Dr. Padilla was hired together with Manny Almagro to formulate a long-term plan for Dumaguete City.
In 2013, Silliman University published David’s Slingshot, a book containing a compilation of opinion columns of Dr. Padilla.
Dr. Padilla was a recipient of the Outstanding Sillimanian in Urban Studies Award in 2005. In 1986, Michigan State University bestowed on him the prestigious Urban Affairs Dissertation Award. Ten years later, California State University at East Bay granted him the Faculty of the Year for Student Mentoring Program Award.
