Francisco Matugas II is a Filipino politician. He is currently serving as congressman of the first legislative district of Surigao Del Norte Province in Caraga Region, Philippines.
In the May 13, 2019 election, he ran for congressman under the ruling PDP-Laban Party and defeated Mamer Galanida of the Nacionalista Party. He ran for re-election in 2022 and won over Lucille Sering of Nacionalista Party (NP) and Lane Pangilinan of People’s Reform Party (PRP).
