Joel A. Ruma is a Filipino lawyer and politician. He served as mayor of Rizal, a municipality of Cagayan Province in Region 2, Philippines.

On April 24, 2025, Mayor Joel Ruma was shot dead during a campaign rally for his reelection in Barangay Illuru, Rizal. His assailants are still unidentified as this date.
