Raphael M. Lotilla is a Filipino lawyer, businessman and government official. He is currently serving as secretary of the Department of Environment and Natural Resources (DENR).

In 2012, Raphael Lotilla was nominated to become the chief justice of the Supreme Court but he declined maintaining that the seniority tradition of the court must be followed.
