Ricardo Morales is a Filipino executive and retired army general. He is currently serving as president and CEO of the Philippine Health Insurance Corporation (PhilHealth).

Ricardo Morales was a member of the Reform the Armed Forces Movement (RAM) during the last years of the Marcos Regime. He was later arrested when another soldier divulged his activities to the government.
During the Senate hearings on corruption at PhilHealth conducted in August, 2020, he denied being a coddler of corrupt officials at the agency although documents show many items in the budget of the agency were highly overpriced.
On August 8, 2020, a medical certificate was submitted to the Senate Committee of the Whole that showed Ricardo Morales was asked by his doctor to take a leave of absence because he was “diagnosed case of Diffuse Large B cell lymphoma” and is undergoing chemotherapy.
