Noel Luistro is a Filipino politician. He served as mayor of Mabini Municipality in the province of Batangas, CaLaBaRZon Region, Philippines. He ran for re-election for his third and final term in 2022 but lost to former mayor Nilo Villanueva.
Running under the banner of Nacionalista Party (NP) in the May 13, 2019 election, he won over Bayani Villanueva of the ruling PDP-Laban Party.
In the 2016 election, he defeated police officer Richard Villanueva, brother of former mayor Nilo Villanueva.
