Dr. Keisha Carisse P. Mangalili, MD, is a Filipino general practitioner and public health advocate recognized for her contributions to telemedicine and primary healthcare delivery in the Philippines. Her educational journey began in the highly competitive INTARMED (Integrated Liberal Arts and Medicine) program at the University of the Philippines Manila, a fast-tracked seven-year curriculum where she graduated from the College of Medicine in 2019. Driven by systemic gaps she observed in the Philippine healthcare system, she expanded her studies internationally, attending Harvard Medical School to pursue a Master of Medical Sciences in Global Health Delivery.
Dr. Mangalili is known to be an introverted professional dedicated to community welfare. Her career is defined by public health leadership and rapid emergency response. Shortly after earning her medical degree, the onset of the COVID-19 pandemic altered her plans for a gap year, prompting her to return to hospital service. She soon joined the Office of the Vice President of the Philippines under Leni Robredo as a founding member and core doctor of Bayanihan E-Konsulta, a volunteer-driven, free telemedicine platform designed to bring medical consultations, monitoring kits, and mobile laboratory access to indigent populations. Following this, she took on the role of Program Manager for food security, nutrition, and universal healthcare at Angat Buhay (Angat Pinas, Inc.), a prominent non-governmental organization.
Alongside colleagues like Dr. Janine Patricia Robredo and Dr. Raymond Naguit, she has co-authored published research evaluating the operational successes and challenges of pandemic-era digital health delivery. Her academic research at Harvard centers on improving the utilization of the Philippines’ Konsulta Package, focusing on structural reforms to strengthen outpatient primary care and make universal healthcare more accessible to vulnerable Filipino communities.
