Controversy
On October 4, 2021, media reported that Secretary Tugade has not declared an offshore company he owned since 2007 as required by law for high government officials. The name of the company is Solart Holdings, a British Virgin Islands firm. His three children are listed as director. (As of this posting, there was no reply yet from Secretary Tugade).
