Shirley Agrupis is a Filipino scientist and educator. She is currently serving as president of Mariano Marcos State University, an institution of higher learning in Ilocos Norte Province of northern Luzon, Philippines.
On May 29, 2025, Dr. Shirley Agrupis was announced to be the next chairperson of the Commission on Higher Education, replacing Prospero de Vera III.
